As general aim it is set the definition of long-term measures and directive lines to fulfill, giving inputs for planning the investments in the next 35 years through the revision and coordination of existent plans and actions and to develop, including the resource water in a wholesome way in the urban infrastructure, mitigating the conflicts and developing its potential.
Developing studies, draft project plans and programs to contribute to:
- Reduce the occurrence of hydric transmission diseases
- Reduce floods risks
- Improve the quality of public spaces
- Improve the urban connectivity
- Promote a rational usage of the wáter resource
- Ensure the population the drinking water supply
The different stages of the Project comprehend:
The elaboration of a Diagnosis of the current situation of Ciudad del Plata (nowadays population exceeding 30.000 inhabitants – 1.500 ha urban area, 13.000 ha total area) referring to the following aspects: drainage, sewage sanitation, drinking water, urbanism, social, institutional, economic and financial.
Urban Master Plan, considering all water subsystem (drinking water supply, raw water extraction, domestic and industrial wastewater, pluvial drainage, coastal and fluvial protection), that determines the principles that will guide the actions, an wholesome urban hydrologic comprehension model and a future vision of the interaction between water and city, its objectives, the priority action lines and a management proposal for its implementation. Complement of the Land-Usage Local Plan, focusing on the definition of the expansion scenarios and densification of the city and the definition of roads and associated public spaces.
Master Plan of sewage sanitation, pluvial drains and associated public spaces for the identification, formulation, evaluation and prioritization of actions to be implemented, based on the defined strategic lines, for a population of 60.000 inhabitants for year 2050.
The las stage comprehends the Design, at a draft project level of the sewage sanitation systems selected, the treatment systems, the final disposal systems, the pluvial system, the modification of the actual channels and civil protection dams systems of Delta del Tigre, the roads system, the all-works associated public spaces with urban expression, identification and evaluation of houses and families affected by the works, nonstructural measures (programs), inversion, operation and maintenance costs estimation of the facilities drafts, and proposed programs.
The environmental sustainability of the proposals is promoted, introducing at an early stage this dimension, as also the sustainability of the proposals generating population participation mechanisms.
