Eng. Joaquín Cabrera, MBA

Vice President Consulting & Engineering Services

Joaquín has a Civil Engineer degree issued by the UdelaR (Republic´s University) and an MBA from the University of California at Berkeley, Haas School of Business. Joaquín is Chief Executive Officer of CSI since February 2018.

Between 2015 and 2017, he served in different roles within CSI, leading initiatives such as the implementation of the business plan process, commercial development and institutional representation before multilateral organizations and national and international clients.

Between 2013 and 2014, as Deputy to the Chief Executive Officer of CSI-CIEMSA, he led the reorganization of the group’s activities and various commercial activities, expanding the group’s contacts portfolio in Uruguay and abroad.

Prior to joining CSI, he was a commercial planning executive at the International General Management of LAN Airlines in Chile. It is to be highlighted his role in the implementation of the new itinerary planning process working with Mckinsey & Co, his participation in the operational fusion of the LAN and TAM network working with Bain & Co and the general coordination between domestic, regional, international and operations areas.

During the years 2003 to 2009 in CSI, he worked as a project engineer and project manager, participating in more than 20 projects, among which are to be highlighted: the design of the civil works for the Botnia Cellulose plant in Uruguay, the design of two bridges in the accesses to Montevideo and the engineering and project management of the expansion of the AMBEV plant in Uruguay.

During 2007, he was project director for CIEMSA in the assembly of the Botnia Cellulose plant in Uruguay.

Eng. Alfredo Spangenberg

Consultancy and Engineering Chief Operating Officer

Alfredo is a Civil Engineer in Hydraulic and Sanitation, degree issued by UdelaR (Republic´s University) (1983). Since 2008, Alfredo Spangenberg has taken the role of Consultancy and Engineering Chief Operating Officer, in charge of CSI Ingenieros´ five units: Water, Environment and Territory; Roads and Transport; Industry and Construction; Detailed Engineering Delivery; and Tenders.

He has a track record of 34 years in the consultancy field, where his specialization in issues related to drinking water, sanitation and urban drainage is to be highlighted. Alfredo´s business and project management experience is notable both in Uruguay as well as abroad, in Mexico, Costa Rica, Paraguay, Brazil, Argentina and Angola.

He is part of CSI Ingenieros’ permanent staff since 1991, when he entered the firm as Project Manager in Hydraulic and Environmental Engineering.

Eng. Gabriel Abraham

Head of Roads and Transport

Gabriel is Civil Engineer Civil in Roads and Transport, degree issued by UdelaR (Republic´s University). Since 2008 he works as Head of the Roads and Transport Unit of the firm.

He has twenty-six years of professional experience in issues related to the design and management of roads and routes.

He has participated in numerous projects both nationally and internationally, with experience in Bolivia, Paraguay, Chile, Argentina, Peru and Haiti. In several of them he has worked as Project Director, coordinating the work of various interdisciplinary groups of professionals.

Eng. Pablo Benia, MBA

Head of Water, Environment and Territory

Pablo is a Civil Engineer in Hydraulics and Environment, degree issued from the UdelaR and has an MBA from the Catholic University of Uruguay. Since 2018, he works as the Head of the Water, Environment and Territory Unit within the firm.

Between 2016 and 2018, he worked in this Unit focused in commercial development and management of water and sanitation projects.

In the period 2011 – 2015, he led the VITALIA company, part of CSI´s group, dedicated to the development and implementation of solutions for the treatment of water and effluents.

Previously, between 2008 and 2011, he was part of the International Area of ​​CSI Ingenieros, participating in the commercial development and project management in different countries, mainly in Angola, Panama, Paraguay and Peru.

Between 2004 and 2008 he worked at CIEMSA, first as Operations Manager and then as Technical Representative in rehabilitation, operation and maintenance contracts for the Montevideo sewer network.

He has 14 years of experience in issues related to drinking water, sanitation and storm drainage, mainly through the management of services and projects.

Eng. Andrés de Fuentes

Head of Industry and Construction

Andrés is a Mechanical Industrial Engineer from the UdelaR (Republic´s University) since 2005, PMP from the Project Management Institute (PMI) and MBA from the IEEM. Since July 2016, he has been the Head of Industry and Construction within the firm.

From September 2013 to July 2016, he was in charge of the management team assigned by CSI for Maltería Oriental S.A who built a new malt processing plant in its industrial lot in Montevideo.

He has worked since 2012 in several multidisciplinary engineering projects both in Uruguay and abroad, leading delivery, coordination of resources, and liaison with clients.

Leonardo Chumino

Head of Detailed Engineering Delivery Unit

Leonardo, since January 2017, serves as the Head of the Executive Project Unit of CSI, being under his responsibility the delivery of the firm’s detailed engineering projects.

He leads a team of Structural Civil Engineers, Electrical Engineers, Architects, Draftsmen and Modelers.

Since his beginnings in the company, more than 30 years ago, he has participated in a great variety of projects and commissioning of Industrial Installations, both in Uruguay and abroad.

His participation in rice processes is to be highlighted, with special mention to the start-up of the COFCO plant in the People’s Republic of China.

Econ. Valentina Ferreira

Head of Control and Administration

Valentina Ferreira is and Economist with degree from the UdelaR (Republic´s University). Since January 2018, she has been the Head of Control and Administration of CSI, having the responsibility of the correct administration and control of CSI and its subsidiaries, both local and international.

She previously held the position of Controller of CSI between 2016 and 2017, and between 2013 and 2017 of Deputy to the firm’s General Management and Business Development Analyst of the CSI-CIEMSA Group.

Eng. Josefina Borad, MSc

Head of Planning and Development

Josefina is a Civil Engineer in Structures, degree issued by UdelaR (Republic´s University), and has an MSc. in International Project Management from the Glasgow Caledonian University, Great Britain. Since January 2018 she works as Head of Planning and Development within the firm.

From the role of Head of Planning and Development, she leads initiatives to improve processes and long-term development of the company, and is responsible for the annual business planning and monitoring of the progress of general and business units’ strategic objectives. She also participates as a Project Manager in strategic projects.

She has 12 years of experience in engineering projects, with focus in industrial and civil infrastructure works sectors. She has performed roles involving project structural engineering, on site engineering, works supervision and Project Management of large scale projects in Uruguay, Paraguay and England.

Cristina Wald

Head of Tenders

Since 2009, Cristina leads the Tenders Unit in charge of the preparation of CSI Ingenieros´ proposals.

She began her activity in the preparation of proposals for public and private tenders in Uruguay and abroad in 2005, working in the Tenders Unit not only of CSI Ingenieros but also of the construction company CIEMSA until 2009.

Previously from 2001 to 2003, she worked as Technical Assistant for CIEMSA (hired by the Municipality of Montevideo) under the Pocitos Sewerage Network Cleaning and Maintenance Services Contract, which aim was to perform the cleaning, operation and maintenance of an area of Montevideo sanitation system that comprehended: 988 ha, 205 km network, 17.000 lots, 53.000 houses, 140.000 inhabitants.

Her activity as a technical assistant began in 1993 and continued until 1995, dedicated to the contract of CSI Ingenieros with the Municipality of Montevideo to prepare the Sanitation Master Plan for the Department of Montevideo, participating in the modeling of the sanitation network to select the optimal alternatives of works to be projected for the horizons of 2015 and 2035.
